I always thought Ian St John held this record in Scotland. The article below says a Tommy Ross of Ross County bettered it in 1964 but, in the senior game, St. John appears to still hold the record.

He is still being paid, yes. As he has just over 3 months left on his contract, it looks like he'll simply see this out. He refused attempts to settle earlier in the year.
