In 'A Modern Utopia' Wells mentions "Village-Hampdens" (local amateur politicians) An expression referring to John Hampden. Could this be it? Wells wasn't the first one who used this expression.

John McAulay/Macaulay (who played for Burnley Union Star a little later ?)?
I haven't got access to it at the moment, but Burnley Express 23 January 1937 page 15 looks very promising.
