A pyramid would surely make sense, but it would need to be realistic:

I'd venture just two national leagues of 16 teams, and everything regionalised under that. The first Regional level could be North/East/South/West, and then East could be split into Lothians / Fife / Borders / Tayside.

I would genuinely review my backing of my local club if such a sell-out were to occur. It's funny you say that, there was a recent article in wsc about a belgian club that acts as a feeder club for an academy in the Ivory Coast: IIRC they had 10 or 11 players at a time playing from IC.
